THE PIONEERING LEGACY

In the early 1990s, with a strategic vision and bold initiatives, the Ho Chi Minh City Party Committee and People's Committee passed breakthrough decisions. Prominent among them was the policy to develop the City towards the South – establishing the Saigon South New Urban Area. The goal was to transform the underdeveloped agricultural land with low economic value in Nha Be and Binh Chanh districts into a vibrant and prosperous urban area, contributing to population decongestion, traffic relief, urban beautification of the inner city, and creating connections with key industrial zones… to form the "Southern Key Economic Zone".


South Saigon in the 1980s

To implement the aforementioned policy of the City's Leadership, South Saigon Development Corporation (SADECO) was established on June 21st, 1994, under License No. 934/GP of the City People's Committee (including founding shareholders such as Tan Thuan Industrial Development Company Limited, Tan Thuan Investment and Construction Company Limited, the Finance and Administration Board of the City Party Committee…). SADECO was entrusted with a pioneering mission to carry out the compensation and site clearance for approximately 2,600 hectares of land to lay the foundation for the creation of the Saigon South New Urban Area, with the arterial Nguyen Van Linh Boulevard and Phu My Hung Urban Area as its core components.

Continuing to contribute "for the development of Saigon South", SADECO has been investing in spacious and modern resettlement areas with fully intergrated technical infrastructure systems, such as: Tan Quy Dong Settlement Area, Phuoc Kien Settlement Area (Phase 1), An Phu Tay Settlement Area… and high-end commercial residential areas, such as: Ong Lon River Residential Area, Residential and Recreational Area (Phase 1)… arcoss District 7, Nha Be, and Binh Chanh District. Taking the lead in supporting the City’s workforce housing initatives, SADECO built and directly operates Vietnam's first Worker Accommodation at the Tan Thuan Export Processing Zone.

History & Achievements

1993
In the early 1990s, the area of present-day District 7, Binh Chanh, and Nha Be District was largely a desolate land, affected by alum and salinity all year round, with a dense network of canals, resulting in an extremely difficult life for residents who solely relied on low-value agricultural farming. In Ho Chi Minh City's economic development program, an international competition for new urban planning design was held, with the Saigon South area ranked among the top priorities to avoid lagging behind the general development trend. By the end of 1993, the master plan for the area was officially approved by the Prime Minister.
1994
On June 21st, 1994, pursuant to Decision No. 934/GP-UB of the City People's Committee, Saigon South Development Corporatiom (SADECO) was established with the mission to "rearrange the population, build new settlement areas, carry out the clearance of 2,600 hectares of land to develop the Saigon South New Urban Area (including Phu My Hung Urban Area) and Nguyen Van Linh Boulevard," while economically exploiting other land areas.
1997
Honored with a Certificate of Merit by the Prime Minister.
2001
Implemented the Tan Quy Dong Settlement Area project (scale of 18.36 hectares) in Tan Phong Ward, District 7.
2002
Implemented the Phuoc Kien Settlement Area (Phase 1) project (scale of 22.26 hectares) in Phuoc Kien Commune, Nha Be District, and the Ong Lon River Residential Area project (scale of 4.9 hectares) in Binh Hung Commune, Binh Chanh District.
2004
Honored with the Emulation Flag by the City People’s Committee
2005
Honored with a Certificate of Merit by the City People’s Committee.
2006
Honored with a Certificate of Merit by the Minister of Finance.
2007
Honored with the Third-Class Labor Order by the State of Vietnam.
2008
Honored with multiple Certificates of Merit, Awards, and Commendations by the Government Ministries, City People’s Committee, and various Organizations.
2009
Honored with multiple Certificates of Merit, Awards, and Commendations by the Prime Minister, City People’s Committee, and various Organizations.
2010
Honored with multiple Certificates of Merit, Awards, and Commendations by the Ministry of Finance, City People’s Committee, and various Organizations.

The Worker Accommodation Complex at Tan Thuan Export Processing Zone was honored to welcome State President Truong Tan Sang to visit and send Lunar New Year greetings to workers who were unable to return to their hometowns for Tet.

Brought qualified projects into commercial operation, such as:
1. An Phu Tay Settlement Area (scale of 46.59 hectares) in An Phu Tay Commune, Binh Chanh District;
2. Long Hau Residential and Resettlement Area (scale of 37 hectares) in Long Hau Commune, Can Giuoc District, Long An Province;
3. Residential and Recreational Area (Phase 1) (scale of 15.1 hectares) in Tan Phong Ward, District 7.
